Test It Like it's Bluesfest, Not Like a Ribbon-Cutting
Ottawa knows exactly what breaks its trains — passenger weight, at scale. So why won't anyone say whether the current testing actually uses it?
Here's a fact that should be driving every conversation about when Ottawa's LRT extensions open: the city already knows what caused its worst bearing failures, and it wasn't a mystery. It was weight. Real, crowded-train weight.
Back in 2023, when a bearing problem shut down Line 1 during Bluesfest, the city's own director of engineering services told CBC exactly how they were investigating it — by loading a test bogie with sandbags to simulate the kind of crush load the trains see when a festival crowd packs in.
"One of the tests that we are doing with the instrumented bogie, we will simulate load," said Renée Amilcar, then Ottawa's general manager of transit services — specifically to test load levels comparable to Bluesfest ridership, which at times came near the trains' rated maximum.1
That's the right instinct. If you suspect weight is breaking your axles, you test with weight. So it's worth asking: is that still how OC Transpo and Rideau Transit Group are testing today, three years and one full-blown fleet crisis later?
The problem hasn't gone away. It's gotten worse.
The cartridge bearing assembly (CBA) issue that shut trains down in 2023 never actually got fixed — it got managed. Then in January 2026, OC Transpo disclosed a new, related problem: spalling, where flakes break off the metal inside the axle bearing and grow into pits that can lead to bearing failure. Out of caution, RTG was told to replace CBAs on any train past 100,000 km. That single decision cut Line 1's usable fleet down to a mix of single- and double-car trains just to hold the line on frequency.2
By April the available fleet was still in the low 20s — less than half the roughly 46 cars OC Transpo has indicated are needed to begin trial running on the East extension. Then in May engineers found a more severe form of spalling called “shelling,” with deeper damage on two cars. RTG told the transit commission the bearing redesign itself could take years.3

This is not a paperwork delay. This is a physical component failing under the exact stress — axle load — that the 2023 sandbag test was built to investigate.
So what's the testing methodology now?
I went looking for the answer in the actual record: transit committee briefing decks, OC Transpo news releases, and councillor recaps going back through 2025 and 2026. Here’s what’s actually there.

Why this isn’t a nitpick
Axle bearings fail under load, not in a vacuum. A bearing that performs fine on an empty test run at 3 a.m. can behave very differently under the flex and cyclic stress of a fully loaded car during a Tuesday rush hour, let alone during Bluesfest, Redblacks games, or Canada Day. That’s not a theory — it’s the exact thing the city itself identified as a variable worth testing for in 2023.
If the redesigned CBA package is validated only under light or empty-car conditions, and then gets rolled out fleet-wide, we don’t actually know it’s fixed. We know it passed a test that may not resemble the conditions that broke the old one. Given the fleet has already gone through two rounds of failure — the original 2021 fretting issue linked to a derailment, then spalling, then shelling — “we’re pretty sure this time” isn’t a standard Ottawa can afford to accept quietly.
Where the accountability gap sits
This is squarely in the lane of the Transit Commission and the former Light Rail Subcommittee — the bodies that are supposed to ask exactly this kind of question before signing off on a return to full service or a trial-running start date. Rawlson King has spent years publicly calling for stronger LRT oversight. He has never sat on either body. That’s not a smear; it’s the voting record. And it means the specific, technical question — “does your validation testing include simulated passenger load, and at what weight relative to peak ridership?” — isn’t one anyone representing Ward 13 has been positioned to ask from the inside.
- Does current CBA/axle validation testing include simulated passenger-load weight, and if so, at what load level (empty, average ridership, peak ridership, Bluesfest-level)?
- If weighted testing is not currently part of the validation process, why not, given it’s the only methodology the city has ever publicly described for this specific failure mode?
- Will the technical briefing promised ahead of trial running include the load-testing methodology explicitly, rather than only schedule and fleet-count updates?
Why this matters in the 2026 mayoral race
Three of the leading mayoral candidates — Jeff Leiper, Alex Lawson and Neil Saravanamuttoo — are making transit a centrepiece of their campaigns. They are promising restored bus service, lower fares, reliability guarantees, dedicated lanes, and management accountability. Those promises will only be deliverable if the trains themselves can carry real peak loads without the next round of bearing failures.
High-level service and fare pledges are necessary. They are not sufficient. Ottawa has already paid once for discovering under real crowd conditions that a bearing could not handle the load. Testing it properly before the next reopening is the minimum bar after repeated derailment-adjacent failures. No more finding out the hard way.
