Executive SummaryRideau-Rockcliffe (Ward 13) suffers from low OCTranspo service frequency and reliability in its residential neighbourhoods. This 12-month pilot will deploy 4–8 Tesla FSD-equipped vehicles as on-demand robo-buses connecting major LRT stations directly to Ward 13 homes, schools, and community hubs.The project starts in supervised mode and progresses to unsupervised operation under Ontario’s Automated Vehicle Pilot Program. It will provide fast, reliable last-mile service while generating critical Canadian winter-performance data.Scale: 4 vehicles (expandable to 8)
Duration: 12 months
Budget: $850K – $1.2M

The ChallengeWard 13 is primarily residential (~41,000 residents) with limited bus service kilometres. Residents experience long waits, cancelled trips, and difficult winter walks from Hurdman, St. Laurent, Cyrville, and uOttawa LRT stations. Traditional bus expansion in low-volume areas is costly and inefficient.Proposed SolutionDeploy a small fleet of Tesla Model Y (or future robotaxi) vehicles operating as autonomous feeder shuttles on repetitive, low-speed (<50 km/h) neighbourhood routes.Key Routes:
