Optimizing Transit in Ward 13: Proposed Route Enhancements for Rideau-Rockcliffe
Building on our current network breakdown, here is a strategic proposal for new feeder routes, frequent transit corridors, and improved LRT connectivity across Vanier, Wateridge Village, Manor Park, and New Edinburgh.
In our previous overview of buses in Rideau-Rockcliffe, we mapped out how existing routes (such as Routes 6, 7, 9, 12, 14, 15, 17, 19, 20, and 25) serve our local streets. However, as transit demand evolves—especially with rapid residential growth in Wateridge Village and shifting travel patterns toward O-Train Line 1—there are distinct service gaps that need to be addressed.
To better serve transit riders across Ward 13, here are five evidence-based route optimization proposals designed to increase transit frequency, shorten commute times, and strengthen intra-ward connections.
1. Wateridge Village Direct LRT Shuttle (Aviation Parkway Feeder)
The Gap: Wateridge Village relies on Route 17 for westbound travel and Route 25 for eastbound connections. Commuters heading to the O-Train must navigate arterial traffic along Hemlock Road or Montréal Road, resulting in unnecessary delays.
Proposed Route: A dedicated feeder shuttle connecting Wateridge Village (via Codd’s Road/Wanaki Road) directly down Aviation Parkway to St-Laurent Station or Tremblay Station.
Substantiation & Benefits:
- Reduced Travel Times: Bypassing local congestion on Montréal Road by utilizing the Aviation Parkway corridor provides a rapid 8-to-10-minute link to Line 1.
- Transit-Oriented Development: Supports the multi-phase growth of Wateridge Village, ensuring new high-density residents have immediate access to high-frequency rapid transit.
2. Unified Beechwood–Hemlock Frequent Transit Corridor
The Gap: Service along Beechwood Avenue and Hemlock Road is currently divided among multiple routes (6, 7, 9, 17, and 25). This leads to uneven headway spacing, route bunching, and inconsistent wait times for riders along the commercial spine.
Proposed Route: Consolidated Beechwood/Hemlock Trunk Line offering guaranteed 10-to-12-minute all-day frequency from Rideau/Downtown through New Edinburgh, Rockcliffe Park, Manor Park, and Wateridge Village to Blair Station.
Substantiation & Benefits:
- Network Simplification: Frequent-network transit trunk lines improve rider legibility and reduce reliance on static schedules.
- Commercial Revitalization: Reliable, high-frequency street-level transit boosts foot traffic for local businesses along Beechwood Avenue.
3. Montfort Hospital & La Cité Intra-Ward Circular
The Gap: Residents in northern Ward 13 (Manor Park, Rockcliffe Park, and northern Vanier) who need to access key community services—such as the Montfort Hospital or La Cité campus—are forced to make multi-bus transfers or route through central downtown transfer nodes.
Proposed Route: A community loop connecting New Edinburgh → Beechwood → Hemlock → Aviation Parkway / Den Haag → Montfort Hospital → La Cité → St-Laurent Station.
Substantiation & Benefits:
- Healthcare & Institutional Access: Directly links residential pockets to major medical and educational hubs within Ward 13.
- Equitable Mobility: Provides seniors and non-driving residents with a single-seat ride to essential care services at Montfort Hospital.
4. McArthur Corridor Express Link to Hurdman Hub
The Gap: While Route 14 serves McArthur Avenue through southern Vanier, riders traveling south or west across the city must travel through downtown or transfer eastward at St-Laurent Station.
Proposed Route: Re-routing or supplementing local services with a direct McArthur ↔ Hurdman Connector via the Vanier Parkway directly into Hurdman Station.
Substantiation & Benefits:
- Direct Rapid Transit Integration: Hurdman is a major multi-line interchange for both Line 1 and south-bound bus rapid transit corridors. Connecting McArthur Avenue directly to Hurdman eliminates significant travel detours.

5. Aviation Parkway Limited-Stop Express (Employment Belt Connector)
The Gap: Major employer campuses along and adjacent to the Aviation Parkway—including the National Research Council (NRC), CSIS, CSEC, and nearby Train Yards—are underserved by direct transit from adjacent Ward 13 neighborhoods.
Proposed Route: A north-south limited-stop express line operating along Aviation Parkway, bridging Manor Park and Rockcliffe directly to the industrial and retail zones at Train Yards and Tremblay Station.

Exploring how Low-Speed Automated Shuttles (LSAS) and Level 4 autonomous electric vehicles can transform neighborhood-to-LRT feeder routes across Wateridge Village, the Aviation Parkway, and Manor Park.
In our previous proposal for optimizing transit in Ward 13, we highlighted the critical need for frequent feeder routes connecting growing residential pockets—like Wateridge Village—directly to O-Train Line 1 at St-Laurent or Tremblay Station. A common question when planning short-distance feeder lines is operational sustainability: Could these local connectors be operated using autonomous, zero-emission shuttles?
The short answer is yes. In fact, Ward 13 presents an ideal urban environment to pilot and deploy Level 4 autonomous electric shuttles to solve the "first-mile/last-mile" transit gap.
1. Why Ward 13 Corridors Suit Autonomous Feeders
Autonomous transit shuttles (typically carrying 8 to 15 passengers) are not intended to replace high-capacity 40-foot articulated buses on heavy transit corridors like Montréal Road. Instead, they excel as frequent, low-cost neighborhood collectors. Two specific Ward 13 corridors fit this profile perfectly:
- The Wateridge Village ↔ St-Laurent LRT Shuttle: Running from Codd's Road/Wanaki Road down Aviation Parkway. This route features predictable geometry, moderate speeds, and dedicated roadway space that minimizes complex inner-city navigation.
- The Aviation Parkway Employment Belt: Connecting Manor Park, NRC, CSIS/CSEC, and Train Yards. An autonomous loop along this corridor provides shift workers with a continuous, on-demand connection to rapid transit hubs.
Key Operational Advantage: Because autonomous electric shuttles drastically lower per-kilometer operating costs, transit agencies can run them at 5-to-7-minute headways during peak hours, ensuring riders never wait long for an LRT connection.
2. Ottawa's Proven Track Record in Autonomous Transit
Integrating autonomous shuttles into OC Transpo’s feeder network is a logical next step for Ottawa, given the city's established role as a global testing ground for connected and autonomous vehicle (CAV) technology through Invest Ottawa and Area X.O.
- Tunney’s Pasture Pilot: Transport Canada and the City of Ottawa previously tested low-speed autonomous shuttles (LSAS) in mixed traffic around government campus grounds to evaluate transit integration.
- Kanata North Smart Shuttle Trial: Ottawa launched Canada's first all-season, medium-speed autonomous shuttle operating on public roads in the Kanata North Tech Park. Utilizing the Level 4 Aurrigo Auto-Shuttle® Mk2 (tested at Area X.O), the trial demonstrated that autonomous vehicles can safely handle winter road conditions, snow, ice, and four-season Canadian weather.
These real-world trials prove that the software, sensor suites (LiDAR, radar, V2X connectivity), and winter-operational frameworks are already in place within the National Capital Region.
